(MOSCOW, RUSSIA) – The director of the United States Central Intelligence Agency, John Ratcliffe, made an unannounced visit to Moscow on 25th August 2026, for direct talks with Russian intelligence counterparts. The last comparable visit occurred in late 2021, when the CIA director warned Moscow that Washington knew of the impending invasion of Ukraine.
A United States Air Force C-17 cargo plane flew from Andrews Air Force Base near Washington DC and landed in Moscow after a stop in Riga, the capital of Latvia. Reports subsequently emerged of a motorcade with diplomatic plates moving through the Russian capital.
Kremlin spokesperson Dmitry Peskov stressed that there were no direct contacts between Ratcliffe and the Russian dictator Vladimir Putin. The meeting was exclusively between intelligence services, with no involvement of political negotiators.
The official stance from Washington has been to downplay the visit. President Trump told reporters, “I hate to disappoint people, this was a pretty semi-routine visit,” claiming it focused on ending the war in Ukraine. This explanation has been met with scepticism given the clandestine nature of the trip and the absence of any political level meetings.
The Wall Street Journal reported that the United States has collected intelligence showing Russia’s early preparations for a possible military mobilisation in Ukraine and plans for testing NATO’s resolve. The newspaper cited former US deputy director of national intelligence Beth Sanner, who said, “It could be to say, we know what you’re thinking about doing and you better not.” She added that the visit could also concern Iran and the Strait of Hormuz.
Russian military bloggers have offered competing assessments. Some suggest the visit mirrors the 2021 warning, with the CIA informing Moscow that Washington is aware of Russian plans. Others speculate that Ratcliffe delivered an ultimatum regarding potential Russian aggression against NATO member states.
Independent analysts have noted a pattern of recent Russian provocations against NATO territory. These include military grade drones discovered at Leipzig Halle Airport in Germany, a critical NATO logistics base, and a Russian KH-101 cruise missile that entered Polish airspace on 29th July 2026. Russian drones have also repeatedly violated Romanian airspace and territorial waters.
The Malcontent News analysis service suggested that within the Russian dictator’s inner circle, there is a belief that the United States is weak and NATO is divided. This perception may be driving Russian confidence in testing the alliance’s Article 5 commitment.
