(ODESA) – Ukraine has issued a formal warning to global aviation authorities that Russian airspace is becoming increasingly unsafe due to drone operations, a move that could effectively ground flights across the Russian Federation.
The announcement, made this week by President Volodymyr Zelenskyy, cautions airlines and insurers that the same conditions which have made Ukrainian skies a no fly zone since 2022 now apply to Russia, where Ukrainian drones are operating with increasing frequency and depth.
The economic consequences could be severe. Russia handled approximately 109 million passengers last year, of whom 81 million were on domestic routes. That equates to roughly 300,000 passengers daily, a volume that cannot be absorbed by the country’s rail network, which is overstretched and poorly maintained, particularly across rural areas.
Travel times by train illustrate the problem. A journey from Moscow to St Petersburg takes around three and a half hours, but reaching Siberia by rail can take six and a half days, compared to eight hours by plane. This would devastate business operations, domestic tourism, and local economies dependent on air links.
The process has already begun. Within minutes of the Ukrainian announcement, some flights were cancelled. International carriers are expected to lead any withdrawal, with insurers likely to raise premiums and pilots potentially refusing to fly routes over Russian territory.
In July 2025, a single day of disruption saw 485 flights cancelled at an estimated cost of 20 billion roubles (£174 million / $218 million / €200 million). The cumulative effect of sustained disruption would be catastrophic for the Russian economy.
Ukraine has stated it has no intention of targeting civilian aircraft. The strategy is to degrade confidence in Russian aviation through increased drone activity, including potential patrols near airports. This approach mirrors the chaos caused by the 2010 Icelandic volcanic eruption, but without a defined end point.
Russia, for its part, has escalated attacks on Ukrainian cities. Air alerts in Kyiv occur hourly, and explosions were reported in Odesa this morning. The Kremlin is expected to launch a major propaganda campaign framing the aviation warning as terrorism.
The principle remains straightforward. Russia initiated this war and made Ukrainian runways unusable, including in Donetsk oblast, where no flights have operated since 2014. If Russian citizens wish to fly freely again, the solution is simple: end the war and leave Ukraine.
