(KYIV, UKRAINE) – Ukraine’s Foreign Ministry has demanded that the International Criminal Court (ICC) issue an arrest warrant for Russian State Duma Deputy Speaker Pyotr Tolstoy after he called for the bombing of Ukrainian cities to demoralise civilians.
Foreign Ministry spokesperson Heorhii Tykhyi condemned the remarks in a statement published on X on 28th August 2026.
“Such statements by a Russian official calling for war crimes and demanding intolerable living conditions for the civilian population should result in the ICC issuing an arrest warrant,” Tykhyi wrote.
The spokesperson was responding to reports that Tolstoy had openly called for Ukrainian cities to be bombed until civilians “come out with their hands raised.”
Tykhyi offered a direct rebuttal to Tolstoy’s demand.
“As for ‘raised hands’, the only reason to raise them is to show Tolstoy and his fellow war criminals the middle finger,” the spokesperson wrote.
Tolstoy previously served as Vice President of the Parliamentary Assembly of the Council of Europe (PACE).
