Ukraine and Canada Sign 100-Year Defence Partnership in Calgary

(CALGARY, ALBERTA) – Ukraine and Canada have signed a “Declaration on a 100-Year Partnership” to establish long-term defence industry cooperation for the joint production of drone systems, counter-drone and electronic warfare equipment, and ammunition.

Canadian Prime Minister Mark Carney and Ukrainian President Volodymyr Zelensky signed the declaration on 10th September 2026 in Calgary. The agreement builds on a Letter of Intent on joint production signed in Kyiv on 24th August 2025.

The two countries will pursue predictable procurement of jointly produced equipment and work with partners to establish a Defence, Security and Resilience Bank. Canada and Ukraine will expand trade and investment under a modernised Free Trade Agreement, promote public-private partnerships, and mobilise capital and risk mitigation solutions to support Ukraine’s recovery and reconstruction.

Canada will work with the International Monetary Fund, the World Bank, and the European Bank for Reconstruction and Development to support macroeconomic stability and mobilise private capital. Both nations will deepen cooperation in energy security, critical minerals, industry, and sustainable forest management, while strengthening ties between innovators and researchers in artificial intelligence, cybersecurity, space, biotechnology, and digital governance.

Zelensky said he and Carney discussed options for ensuring Ukraine’s financial stability for this year and the next. He thanked Canada for its readiness to assist with finding necessary financing for budget needs and soldiers, and briefed Carney on ongoing Russian ballistic and drone strikes.

Carney confirmed Canada is prepared to contribute its technologies to Ukraine’s European anti-ballistic programme FREYJA. Additional defence supplies are also expected, and teams are working on a Drone Deal, with Zelensky expressing hope for a full agreement soon.

Zelensky also stated there is a Canadian decision on a “very important package of assistance for air defence.”
