(PERM, PERM KRAI, RUSSIA) – A Ukrainian drone has crashed into a residential building in Perm’s Zakamsk district during a large scale attack on the Russian city, according to reports from Russian media.
Zakamsk is an industrial residential area around the Kirov district of Perm. The incident occurred as Ukrainian drones targeted the city, home to one of Russia’s largest oil refineries.
Video footage captured by local residents showed uncrewed aerial vehicles flying over the region. The attack follows a previous strike on 21st August, when the Lukoil-Permnefteorgsintez refinery was damaged.
The refinery processes over 13 million metric tonnes of crude oil annually. It is among Russia’s largest crude oil refining facilities.
Perm is situated more than 1,600 kilometres from the Ukrainian border. The city has been targeted multiple times in recent weeks, including a fire at the Proton-PM rocket engine plant on 2nd September.

Video footage captured by local residents showed uncrewed aerial vehicles flying over the region.
Perm was previously targeted on 21st August. During that raid, a drone strike on the Lukoil-Permnefteorgsintez refinery reportedly damaged a primary atmospheric-vacuum crude distillation unit.
Lukoil-Permnefteorgsintez LLC is among Russia’s largest crude oil refining facilities. Operating as part of the Lukoil group, the enterprise processes over 13 million metric tonnes of crude oil annually.
On 2nd September, a fire broke out in Perm at the Proton-PM plant, which produces rocket engines.
On 21st August, President Volodymyr Zelenskyy confirmed that Ukrainian forces struck the Perm oil refinery, while also acknowledging successful strikes against the Marinovka military airfield and other Russian defence installations.
Ukrainian forces struck the Perm refinery, situated more than 1,600 kilometres from the Ukrainian border, alongside the Marinovka military airfield in Volgograd Oblast and naval targets in the Black Sea.
Overnight into 21st August, drones struck Russia’s Perm Krai, with a plume of smoke observed above the Lukoil-Permnefteorgsintez complex. The raid triggered temporary flight restrictions at Perm’s Bolshoye Savino Airport, while residents reported hearing explosions across the city.
